She noted that excluding out-of-state parties would have been deemed unconstitutional, so the influx of non-resident applicants was unsurprising to some industry insiders. Moss expressed concern about potential predatory practices, mentioning that there were “a lot of last-minute deals being made with social equity applicants.” She also emphasized that preapproval is only the first step, stating, “This is just a preapproval, not a license. You still have a lot of rigmarole to get through.”
