Carol Moss of Hellmuth & Johnson remains optimistic about recreational cannabis dispensaries opening in Minnesota during 2025, despite recent hurdles. While the state’s initial target of launching sales in January 2025 won’t be met due to ongoing rulemaking processes and licensing lawsuits, Moss believes smaller businesses are well-positioned to receive their licenses this year, even as larger companies still face legal challenges.
